TPS refereeing has been finalised in 1996 after a full decade of research. Soon as the system was ready for use and application in football matches, I informed the International Federation (FIFA) about my findings of an unfailing system of refereeing which could be applied at all level of competition including professional and non-professional football. 

In Oct.1999 I also wrote to Union European de Football Association (UEFA) regarding my findings.

 FOOTBALL

 UEFA is in favour of : 2 referees ; goalline-judges ( I.e : goal linemen)

 Announced yesterday by a German radio (FAZ 93,6), the chief of the UEFA’s Executive has informed that he is in favour of introducing 2 referees and 2 judges specially posted on the goal lines ( I.e : 2 goal linemen) so as to minimize the risks of committing judgemental mistakes.

‘This will allow greater proximity to the play-action and to take best decisions’. Has declared Gerard Aigner, as per the broadcast by the private radio FAZ 93,6. 

Aigner has, however conceded that the financial disputes between UEFA and FIFA will be eventual compromise of such a radical reform.

‘ for that the atmosphere should be favourable. At this stage we cannot achieve anything with FIFA’. He added

The introduction of 2 referees has become a subject of debate in Great Britain, where it is thought that a second referee, posted out of the play pitch and having access to video images of the football match, could well diminish the pressure on the main referee.

New Uefa president Michel Platini is ready to revolutionise the "outmoded" world of refereeing by using two more officials in each match.

Platini, who was elected to office in January, wants to put an official behind each goal to help rule on penalty box infringements. The former France attacking midfielder believes that would be better than using technology, which he claims would "dehumanise" football.

"My idea is to increase the number of officials," he told France Football. "To referee with just three people, it is outmoded. Three officials cannot see everything. I am proposing two extra officials, over-45s who don't need to run because they would stay behind the goals.

"We must show the world that we are against injustice and that we are trying to do more to eliminate errors. As for using electronic systems, that risks dehumanising football."

Platini believes the sport should take a leaf out of American football's book, and use officials who highlight infringements by throwing a flag on to the field of play.

"Why not take the example shown by American football, who uses referees aged 60 or over, who signal fouls with their yellow flag," he added.

UEFA president Platini wants extra refs, not video replays

UEFA chief Michel Platini is calling for soccer to add two more referees to reduce officiating mistakes, rather than backing the use of video replays. Platini said Wednesday that two more referees would catch "99 per cent of the unacceptable mistakes" and would not delay play as video replays in other sports do. Together with the two linesmen and the main ref, the proposed five-official system will be taken up by the rule-making International Football Association Board — made up of representatives from FIFA and the soccer associations of England, Northern Ireland, Scotland and Wales — which is scheduled to meet in Northern Ireland in March. Platini said the system's value could have been proven during the Inter Milan vs. AC Milan derby of last weekend, when Brazil forward Adriano appeared to score the first goal with his arm in a 2-1 victory for Inter. "If we have additional referees, they would have seen the mistake," Platini said.
