The Triangular Panoramic System (TPS) refereeing proposed by the Mauritian, Kris K. Panchoo and designed by him to improve refereeing, won awards during the recent Genius International Exhibition of Inventions, an exhibition organized by the Association of Hungarian Inventors.  Viewed by him as the culmination of several years of hard work and efforts, he considers this reward without least hesitation as a matter of pride for the whole Mauritian nation.

The diploma awarded to him was handed over by the President of the Republic of Mauritius, Sir Aneerood Jugnauth, during the National Innovation Summit, organized by the National Productivity & Competitiveness Council (NPCC) at the Mauritius Examination Syndicate (MES) on Wednesday the 8th Sept. 2004.  He was also awarded the prestigious prize of GENIUS – BUDAPEST.

Kris Panchoo, a senior social security officer at the Ministry of Social Security, finds it highly fulfilling that his project to improve refereeing has gained acceptance in Europe.  The ultimate recognition, he says, would be its acceptance by the Federation Internationale de Football Association (FIFA), however “ I have done my part after years of research.  I hope now the competent authorities will do theirs.  It is a matter of pride for the whole Mauritian nation that the project has been prized in Europe. At this level, I believe the Mauritian government has now a role to play for the idea to gain full acceptance.  Should FIFA accept the idea, it will be a great honour for Mauritius.  I avail of this opportunity to thank the NPCC which has facilitated my participation in the exhibition”, he declared.

The TPS refereeing, according to K.Panchoo meets the requirements since the current system of refereeing has some serious failures.  He says this idea eliminates all forms of injustice regularly seen in football matches, thus giving more credibility and attractiveness to follow football matches.  The Triangular and Panoramic System (TPS) refereeing as the name implies, gives a triangular field – observation and a panoramic vision to the goal linemen. “ Apart from the referee and the 2 side linesmen, I propose 2 additional assistants to be placed above ground level beside each goal post. From there, at higher level, they are in a better position to detect any faults committed in the most sensible zones which are the penalty area and the goal line zone. I therefore believe under these conditions faults will be easily detected.  Each action on any part of the playfield would be thus under the constant watch of the referee and his 2 assistants (1 touch lineman and 1 goal lineman) thus forming a triangular observation ” K. Panchoo declared.

Kris Panchoo indicated that the project has several advantages.  For example should a fault arise, it will be spontaneously detected and appropriately sanctioned, thus avoiding severe conflicts on the playfield and among supporters.  There shall be no unjustified expulsion and allows the play to go on smoothly.  There will be less pressure on the touch linemen with this new system. This football fan started his research work soon after the World Cup 1986 held in Mexico, when the referee unjustifiably awarded a hand goal of Diego Maradona against England. It came as a very disheartening event for him as much as for many spectators.

“ This goal has changed many things.  As a fervent football fan I could not admit such a goal be awarded by the referee.  I believe TPS will rid us of such mishaps and injustice that can prove damaging to football,” he highlighted


A copy to fifa

In the course of his research K. Panchoo identified the different aspects leading to refereeing errors. The referee and the assistants are often far from the action, inappropriate positioning and wrong angle of observation.  Moreover players on both sides often obstruct referee’s clear vision.  “ What most people has ignored is that there are lines which are very important namely the goal line and the lines forming the penalty area.  It is from these lines that the goal lineman becomes a very important person ” he further declared. K.Panchoo says his correspondence with FIFA regarding his research work started as far back as 1996 while UEFA was informed in 1999. The complete file (in manuscript form) was submitted to FIFA in the year 2000. Kris Panchoo feels that his project will greatly benefit football internationally.  “ I hope the project will be adopted by FIFA, being a very effective solution that will help in the development of football.  I am very glad that my competence has been recognized.  The system I proposed is the best possible one, better still that could be hoped from technology.  FIFA even concedes that the solution does not reside in video and that it will never replace the human brain”, he concluded.

Mr. kris Panchoo of Mauritius has invented a new system of football refereeing which is entitled the Triangular and Panoramic System of Refereeing – TPS Refereeing

He won awards at the Genius Europe International Exhibition of Inventions at Budapest in Hungary for that specific invention. The Diploma Certificate was handed over to him by the President of Mauritius Sir Aneerood Jugnauth on the occasion of the opening ceremony of the National Innovation Summit, organized by the National Productivity and Competitiveness Council (NPCC) held at the Mauritius Examination Syndicate (MES) on the 8th September 2004.

To enable us to know more about TPS, hereunder is an interview given by its inventor who is a Senior Social Security Officer by profession.

Le Demarche: What does the Triangular and Panoramic System of Refereeing (TPS) means or represents?

Kris Panchoo: The TPS is a new system of football refereeing which I have invented based on mathematics, physical laws and mystic science.   It consists of placing two goal linemen besides each goal post above ground level.  The responsibility of these goal linemen will be to exert strict supervision on the goal line(s) and the penalty area(s).Benefiting from a panoramic view, an overview of everything, these goal linemen will have a very important role to play in football matches.  For example they will be able to determine whether the ball has crossed the goal line or not, or whether there been infringement and will even be able to detect offside position.  This will definitely lessen the burden of the touch linemen and the referee.  My system does not imply that the central referee and the touch linemen are not important or will be neglected or excluded.  On the contrary they will be in a better position to assess and evaluate and have a thorough view of specific zones respectively under their control.  My system also provides for a viewing space for better detection of foul and mischievous action or simulation. With TPS no question of obstructing clear vision whatsoever of the referee or his assistants and therefore they will take the right sanction accordingly.TPS offers a triangular and panoramic view of the playing area and with five persons consisting of the refereeing team there will absolutely no room for refereeing errors to occur.

Q   :  What has prompted you to invent such a system?

K.P:  The 1986 World Cup plated in Mexico witnessed a tragedy.  During the famous quarter final between England and Argentina, Diego Maradona, the Argentine wizard, scored a goal with his hand.  The referee being in such a position and situation, was unable to detect the fault committed and consequently allowed the goal which was the cause of England’s elimination from the competition.

Following this gross injustice, I told myself that something should be done to avoid such unpleasant situation.  It is from then that I decided to go through the rules and regulations governing refereeing.  I eventually started making researches in order to find the best possible solution so as to avoid all sort of refereeing errors that may occur in football matches.  During my thorough research, I concluded that the goal line is the most important line on the play field and paradoxically this very line is not at all under close and constant watch.  Initially I decided to place the goal linemen on the ground.  Then from the study of mystic science I finally shifted the goal linemen above ground level enabling them to have a panoramic view of the field. Logically the Triangular System (TS) was transformed into the Triangular and Panoramic System (TPS)

Q:  How much time did you take to complete TPS?

K.P:  I started in 1986 and in 1996 the TPS was already completed for use.  Soon after I wrote to FIFA informing that I have invented a new refereeing system. FIFA replied back telling me that my project would be referred to its Task Force 2000.  In 1999 I addressed a letter to EUFA which has appreciated the content.  In the year 2000 I went to India to register my project with the Copyright Office.

Q   :  What sort of problems did you encounter in the course of your project?

K.P:  I won’t talk difficulties as such.  I had to equip myself thoroughly through documentation and research and had also to have a very in-depth study of the rules and regulations governing the game so as to come up with the best possible solution.

Q   :  In which way is TPS better than the current system ?

K.P:  In many ways …In fact I don’t think we can have a better system than the TPS which leaves no room for errors.  It is a system which possesses all the requirements to enhance football to a top level.I am damn sure there will never be a system better than TPS. TPS is best !

Q  :  You say that your TPS is a faultless system which involves 2 additional assistants.  But don’t you think that the best solution resides in technology through video camera, knowing well to err is human ?

K.P:  Yes, I do agree to err is human.  We cannot therefore so much suspect the principle itself.  As I said before the principles of TPS is without fault.  If there is any refereeing error, the referees themselves should bear the responsibility and not the system to be blamed of or held responsible. Moreover, The video cameras would cause a serious problem because we would have to stop a match in progress in order to find out whether there is any fault committed, whereas with TPS we shall detect any fault spontaneously.

Q:  According to you upon what criteria the members of the jury at the Genius Europe International Exhibition of Inventions have based themselves to attribute this special prize?

KP:  I think that I won this special prize and that diploma due to the originality and scientific aspect of my invention.

In this context I would like to seize this opportunity to thank the NPCC, which through its advertisement allowed me to participate in this competition.

Q:  Can we expect that one day FIFA adopt your system?

K.P: I think so, because as I said before there cannot be a better system than TPS  which guarantees a refereeing system without error. Furthermore, if TPS is accepted by FIFA, the Island of Mauritius would come out victorious, as it would have helped to evolve a game like football considered as the no.1 game. That would equally grant Mauritius an international recognition.

Improving football refereeing                                          

 Kris Panchoo has devoted many years’ research in football in particular refereeing.  He has submitted in Hungary a triangular and panoramic system that retained the jury’s attention.

Kris Panchoo admits to have always been fascinated by football.  Refereeing errors occurred during international matches as in1986 when England was unjustly eliminated by Argentina, has deepened his imagination.

“ This sort of error is very disturbing during an important match and that has forced me to carry out scientific research. Refereeing is the duty of the central referee and the touch linemen.  Very often the limited angle of observation is the cause of refereeing errors.  I first worked out on the triangular module. From the philosophical point of view, this perspective is close to perfection. The Egyptian has mastered it very well ! Just see their pyramids ”  Mr. Panchoo affirms.

Our countryman then studied the important lines on the playfield.  He concluded that the goal line is the most important line and paradoxically this very line is not properly and constantly under watch.  Using mathematical and physical laws, he proposes a combined system of the triangular and the panoramic. The goal lineman is placed above ground level beside each goal post.  This system of observation known as the Triangular and the Panoramic System of Refereeing (TPS Refereeing) should improve the angle of observation to 80 % or more and would eliminate refereeing error in any part of the play field in particular the penalty area and the goal line, which are the most sensible zones.

Kris Panchoo underlines that this system could be easily applied internationally, at all level of competition and on all types of stadium.  It is thus advantageous for stadium which does not have video camera facilities for faults verification.

The project had been presented to FIFA and then to UEFA.  It has also been reported on many Mauritian newspapers and on the Internet by V-Street Observer.

Our countryman had registered his TPS refereeing system with the Copyright Office at New Delhi in India in the year 2000.  The system is also registered in Mauritius.

“ I was looking for a competent organization which can cause a scientific evaluation of my work and I think that the Association of Hungarian Inventors is the most suitable body to have done it ” , declared Kris Panchoo.  He now awaits FIFA’ s decision.

He is awarded a Diploma and the prestigious prize  “GENIUS – BUDAPEST ”.

20 countries, with 1000 items, participated in that exhibition.

TPS Refereeing is formulated to improve the current system which has serious failures.

In the document kris Panchoo has submitted to the exhibitor, we may read:

TPS Refereeing is for the protection of the game and safety of people”.

Recently he has forwarded a copy of his invention to the International Federation, the FIFA.

L’UEFA must have been inspired from a Mauritian concept by proposing goal linemen. 

Mr. Khiland  Panchoo, proposed them the concept of TPS Refereeing in 1999.

 

            The INTRODUCTION of goal lineman, a project which tempts L’EUFA, has it cropped up from an idea proposed by a Mauritian ?  We are inclined to believe so, after reading the project of Mr. Khiland Panchoo, which was submitted to FIFA in 1996 and to UEFA two years back.  Khiland Panchoo has, indeed, elaborated a new system of refereeing which, according to him will put an end to numerous mistakes in the penalty area and on the goal line.

            The concept which he has named TPS refereeing, i.e the Triangular and Panoramic System of Refereeing (see illustration) is, according to him, simpler and more reliable than to the use of video.

 

 Adept of mysticism

 

This nearing fifty-year old officer, a football fan and adept of a mystic path, has discovered a wonderful formula.  In his papers that he has submitted to FIFA, he has written ‘this technique can be easily applied on all types of stadium and at all level of competition’.

It was in 1996 that he has defined the TPS Refereeing, he had proposed it to the International Federation in June 1996 who informed him that his proposal has been submitted to its Task Force 2000.  A few months later, FIFA informed him that his project has not been retained.  Our countryman did not lose heart, but turned to UEFA in 1999.  The latter advised him to write again to the International Federation.

Convinced by the viability of his research Mr. Khiland Panchoo has taken care to register his work last year with the Copyright Office of the Ministry of Human Resource Development in New Delhi.  He was surprised when last week, he discovered in a Reuters Press Release, that EUFA has manifested the interest to introduce either two referees or goal lineman.

Has the International Federation been inspired by this Mauritian’s work ? Case to follow…

The TPS Refereeing :

 

The Triangular and Panoramic System of refereeing as has been named by its inventor will determine the faults committed inside the penalty area. The idea is to place goal lineman above ground level just beside the goal post and from that position he shall an overview of everything happening especially inside the penalty area.

“ The vision is wider when one is above ground level.  All irregularities can be easily detected by the goal linemen and sanctioned immediately,” affirmed the conceptor to L’Express.  “ This system is based on mathematics and physical laws.  It is reliable and has a scientific approach.  Even video cameras cannot replace or do that much ” , continued the conceptor.

According to this Mauritian, the TPS refereeing will put an end to countless litigious goals, especially such as the famous goal scored by hand by Maradona during the quarter final of the World Cup 1986 between England and Argentina.  This gross refereeing error resulted in England’s elimination from the competition.

Khiland Panchoo, a great Mauritian football fan seems to have come up with a brilliant system.  He has invented the concept of TPS Refereeing, the triangular and panoramic system of refereeing.  He has submitted his project to the FIFA in 1996 and to the UEFA in1999. The latter has perhaps been inspired by our fellow countryman’s idea, because it has recently proposed the goal lineman system.

According to Khiland Panchoo, the refereeing system he has devised will put an end to numerous errors often committed inside the penalty area and on the goal line.  The inventor, adept and seeker in mystical science has named his concept the Triangular and Panoramic System of Refereeing.  This concept consists of having a judge (goal lineman) posted above ground level just beside the 2 goal posts.  They shall thus be able to sanction all infringement occurred inside the penalty area.  Mr. Panchoo underlines that that from above ground level the vision is better and wider.  So all irregularities can be easily detected and sanctioned.  He added that the concept is very reliable and has a scientific approach and is based on mathematics and physics laws.  In his work, he affirms that this system can be applied on any type of stadium and at all level of competition. 

After elaborating TPS Refereeing, Khiland Panchoo proposed it to FIFA in 1996; the latter informed him that his proposal would be submitted to its Task Force 2000.  Nevertheless, a few months later, FIFA informed him that his project was not retained.  As Khiland Panchoo is much convinced with his findings, he did not lose hope and in 1999 he sent a letter to UEFA.  The European organization advised him to write again to FIFA.  Meanwhile fully convinced of the viability of his project, last year he went to India and got his work registered at the Copyright Office at New Delhi.  His work has also been registered in Mauritius on the 1st August 2000.  This year our fellow countryman learnt that UEFA is interested in two types of refereeing, either introducing two referees or goal lineman.  So he has mailed FIFA and UEFA to know if they have been prompted by his work. Anyway up to now apart from an advice of receipt, he has got no positive reply.

The storm currently shaking the FIFA executive committee is of close interest to a Mauritian, Kris Panchoo, who considers himself wronged by the world football authorities over a refereeing system that he invented and which, according to him, , would have been plagiarized… Meeting.

 

Kris Panchoo, two months ago, in these columns, you spoke to us about dysfunctions at FIFA and UEFA and now their two charismatic presidents, Sepp Blatter and Michel Platini respectively, have been suspended. What's your reaction ?

Reforms are fundamental within the international federation to recreate confidence in FIFA.

 

You do not seem particularly surprised by this unprecedented crisis within the FIFA executive…

I'm not at all surprised actually. This should have happened a long time ago, to allow a new beginning.

 

You have had trouble with the world football authorities who, according to you, have appropriated an arbitration system that you invented and to which you hold the rights. Tell yourself about your misadventure…

In 1996, I invented a revolutionary arbitration system: the TPS (triangular and panoramic arbitration system) which I submitted to the authorities concerned in 2000, after going for registration in New Delhi, India...

 

And you accuse FIFA of having taken over your arbitration system subsequently, is that right?

Yes, they hacked my work, in a camouflaged way, in 2005, through the 'headset' (arbitration with headset) by adapting my triangular and panoramic arbitration system that I created. They then directly plagiarized triangular arbitration as I had proposed by working on a system that UEFA has implemented in the Champion's League and the Europa League since the 2009-2010 season.

 

What you are saying is very serious. Can you prove all this?

Yes. I proposed several things to FIFA and UEFA. My correspondence with them dates back to 1996. When I proposed my new arbitration system to them, they were even very interested! They also told me to do a test with our national whistle, Alain Lim Kee Chong, and to send them the results.

 

What did you answer them?

That it was purely technical work, which must be tested by technicians, and not by a referee. But, in the end, they still took my idea…

 

How do you deal with what you consider to be injustice?

You know, refereeing errors have existed since the creation of football, it's difficult to remedy them, but in my opinion, the TPS system that I have developed is perfect and would completely change the situation. I'm sad that people don't recognize the positive things I'm trying to bring to football and that instead of rewarding me they took my idea on as their own.

 

Which entity has recognized your work so far?

The Hungarian Inventors Association in 2004. They were very fair in their evaluation of my work and gave me a 'Prestigious Price Genius Budapest' for my invention. I was able to exhibit my project on a Mauritian stand in Hungary thanks to the help of the National Productivity Competitiveness Council (NPCC). The President of the Republic at the time, Sir Aneerood Jugnauth, presented me with my prize on my return to Mauritius.

 

How far do you plan to go to obtain compensation?

The highest possible. I have already written several letters to the president, Sepp Blatter.

 

You also blame Michel Platini apparently. For what ?

Look, I informed FIFA of my project in 1996. I then submitted a manuscript to them in 2000. Platini was Blatter's Chief Advisor at the time, so he knows my project well. Besides, how come they decided to put in place an “extra assistant ref” (Editor’s note: a 5th referee) the day after the 2002 World Cup final? Funny coincidence…

 

Are you sure that it was your project that was selected and not that of another inventor, who lives in Peru or Greenland for example?

100% safe! They copied my idea. This is a blatant case of plagiarism.

 

In the FIFA scandal, what exit from the crisis do you foresee for Michel Platini and Sepp Blatter?

Blatter and Platini are paying the consequences of their actions. I foresee the end of their careers for both of them. Other leaders are needed to save football.

 

What do you think of the candidates vying for the FIFA presidency?

Money is often people's only motivation. We need new faces, new ideas. Of the eight who present themselves, I do not see anyone who comes for the advancement of football, for its development. They might make a lot of money, but what will they do for the game? I think that all the money that football generates should be reinvested in research, in medicine, in donations so that the whole world benefits. Not just football players and clubs. They should have a broader vision and invest elsewhere than in football.

 

Which refereeing error concerns you the most to date?

Ah, Thierry Henry's hand against Eire without a doubt! This goal by France, which should never have been validated, is undoubtedly the most expensive goal in the history of football! Why did FIFA compensate Eire to the tune of 15 million euros? There is something fishy, ​​hidden, in there. In my opinion it is obvious that FIFA wanted to avoid legal action by Eire and paid… Even their 'goal line technology' system could not have prevented this goal which eliminated Eire from the 2010 World Cup! The FIFA refereeing system is archaic, it is high time that changed. With my TPS system this type of problem would not have happened, since with the panoramic view (see inset opposite) a referee perched above the action could have seen it and invalidated the goal...

 

With all these scandals, do you watch matches like before?

I'm a big football fan, but I don't like any particular team because I look at football in a rather scientific way. For me, due to very serious refereeing errors, we have never had a real world champion worthy of the name to this day. In 2000, Italy did not deserve to lose the Euro final against France. In 1986, England were stupidly eliminated from the Mexican World Cup because of Maradona's 'hand of God'. I can give you lots of examples. The world has evolved, but arbitration is totally archaic...
